Note: The list of categories of citizens entitled to benefits for the use of home telephone (Article 18 of the Law "On State Social Benefits, Rights and Guarantees for Certain Categories of Citizens")
1. Right to free-of-charge use of home telephones (except for long-distance and international calls) is granted to Heroes of Belarus, Heroes of the Soviet Union, Heroes of Socialist Labour – Participants of the Great Patriotic War, Full Cavaliers of the Order of Service to the Motherland, Glory.
2. The following groups of citizens are entitled to having a 50% discount on use of home telephones (except for long-distance and international calls):
2.1. Heroes of Socialist Labour (except for those specified in p.1 above), Full Cavaliers of the Order of Labour Glory;
2.2. Participants of the Great Patriotic War;
2.3. war disabled veterans;
2.4. persons who as part of special formations were taking part in mine-clearing operations for the areas and buildings after the liberation from the Nazi occupation in 1943-1945;
2.5. persons awarded USSR medals and/or orders “For Distinguished Services and Good Conduct in the Rear during the Great Patriotic War”;
2.6. persons who were working at the facilities of air defence, local air defence, at the construction sites of defence fortifications, naval bases, airports and other military facilities within the rear borders of the active fronts, front-line railway and highway areas;
2.7. crew members of transport ships interned at the beginning of the Great Patriotic War in the ports of other states;
2.8. persons who were working at enterprises, institutions and organizations of Leningrad during the period of Blockade from September 8, 1941 to January 27, 1944, and awarded a medal “For the Defence of Leningrad”, as well as those awarded the “Resident of Blockaded Leningrad” badge;
2.9. non-working servicemen, commanding officers and rank-and-file officers of the Internal Affairs Bodies, of agencies and departments for emergency situations, of financial investigation agencies of the State Control Committee of the Republic of Belarus, whose disablement is caused by wounds, concussion of the brain, injuries or illnesses suffered in the course of fulfilling their duties, except for those invalids whose disablement is caused by unlawful actions, alcoholic, narcotic or toxic intoxication, or mutilation;
2.10. persons disabled from childhood in the result of wound, contusion, injury associated with hostilities during the Great Patriotic War or with effects of hostilities, who has reached the age qualified for the vested pension right in accordance with general practices.
